These arrows are made by the Easton/Beman company (as most of you are likely aware, Easton bought out the Beman company years ago and they are now one in the same - though offer arrows under both names).
The arrows are brand new, full length, and currently uncut.

350 spine are 8.3 GPI
400 spine are 7.5 GPI
Cutting and inserting of the arrows at any 1/4 inch increment is included in the pricing.
The measurement will be taken from the outer end of the insert to the valley of the nock.
